We, the Executive Committee of the people of the regions of Sool,Sanaag and Hawd of Somalia residing in the State of Kuwait,do hereby WARN the secessionist Administration in Hargeisa,the capital of the North-Western region of Somalia of the tragic consequences of its intention to hold its forthcoming elections in the regions of Sool,Sanaag and Hawd. Furthermore,we advice this administration to refrain from claiming these regions as part of what it calls "Somaliland" as the following reasons would aptly show that these regions have nothing to do with the secessionists dream of a separate state.These reasons are:

1}The people of the regions of Sool,Sanaag and Hawd which constitute over 50% of the territory which was known as "the British Protectorate of Somaliland" before independence in 1960 are tribally different from those seeking secession from Somalia.

2}The people of these regions are staunch supporters of the unity and territorial integrity of Somalia and would in no way approve of the fragmentation of the country.To them the words secessionist and traitor are synonymous.

3}The community leaders of these regions believe in and advocate peaceful co-existence with their neighbours.They inculcate these values in their people and repeatedly urge them to show good neighbourliness and to refrain from violating their neighbours' territories and other rights.

4}These regions have their own local organizations which administer their basic needs in the fields of education,health,water,telecommunication etc.and plans are underway for further improvements and additions including the establishment of regional administrations.

We hope that these reasons would convince the Hargeisa administration not to play with fire.This administration should recall the drastic failures incountered by its successive envoys whom it sent to our regions for the purpose of trying to implement its secessionist policies.It should learn from the disgrace that befell Egal's regime in May 2001 during the shameful plebiscite of that date.

Although the Egal administration unabashedly lied and declared that our people have voted,yet the present administration {which is nothing but an extention of it's predecessor}knows the truth.It knows that the men who where entrusted with the holding of the inauspicious plebiscite couldn't venture into these regions and that the few ballot boxes that were smuggled in were caught and displayed to the international media.

It was last month when the Hargeisa administration amassed its pathetic militia at the boarders of Sool region only to withdraw when the administration received an ultimatum from Sool community leaders to the effect that its militia will be attacked if it didn't withdraw within two days.This administration should know that the men who forced it to withdraw its militia will not welcome its ballot boxes.

In their endeavours to obtain international aid and recognition, the secessionists have been capitalizing for along time on the relative peace which is prevalent in the northern regions which they call "Somaliland".Yet this peace wasn't brought about by the secessionists but by the community leaders.However,the Hargeisa administration will loose this godsend situation which helped it milk aid organizations and nourished the dream of an internationally recognized independent state among its suppoorters if it tries to hold elections in our areas.

We advice the secessionists to beware of the misinformations fed to them by the outcasts of Sool,Sanaag and Hawd who are in their midst.Contrary to what these lackeys tell their masters,the Hargeisa clique has no supporters among our people.

All those this Communique is addressed to should know that the Hargeisa administration is solely responsible for the consequences of its interference in the affairs of the regions of Sool,Sanaag and Hawd.
